Many people who linked their LPG with Aadhar and Bank account are facing problems in getting the advance or subsidy amount. After following all the rules and practices it feels as if you are being punished . At times you envy those friends or relatives who did not link their LPG with Aadhar and Bank account. But there are ways to get your due, your subsidy though it may take efforts and time. This article explains what you can do to get the LPG advance or subsidy if you are not getting it. On 30 Jan 2014 Government decided to put on hold the Direct Benefit Transfer for LPG scheme. So If you haven’t got it done , you don’t need to do anything though the LPG companies are still asking consumers to link their LPG with Aadhar linked Bank Account.
Withdrawal of Direct Benefit Transfer for LPG Consumer
Direct Benefit Transfer for LPG (DBTL) is the scheme aimed to improve the subsidy administration of LPG across the country. As per this scheme an LPG consumer will get his/her cylinder at full market price and the differential between subsidized price and full market price i.e. the subsidy will be transferred to his/her bank account upto a capped limit.
- The government had initially capped the supply of subsidised domestic LPG cylinders to 6 per household annually in September 2012 in a bid to cut its subsidy bill.
- The quota was raised to 9 cylinders in January 2013.
- On 30 Jan 2014 the quota of subsidised LPG to raised to 12 cylinders from 9 .
In Jan 2014 when the DBTL scheme was withdrawn consumers in 289 districts in 18 states were covered.
DBTL was touted by the government as game-changer as it sought to plug diversions and helped subsidy reach the intended beneficiaries. But the LPG direct transfer scheme has been good in theory but difficult to implement at ground. The scheme covered almost half of the country with direct subsidy transfer being initiated in all states baring Chattisgarh, Bihar and Jammu and Kashmir as well as North Eastern states. “There were certain issues on implementation on the ground because at places the seeding between Aadhaar number and bank account was not completed. Therefore to ensure that customers are not at inconvenience in the interim it has been decided that a committee will be constituted which will review only the implementation of DBTL. Pending the review, consumer will get subsidised cylinders as he was getting earlier,” he said.
“It is not admission of failure on the part of the scheme and we are quiet proud and happy that this programme has gone on very well. Even if there is a marginal error, we need to correct it. We don’t want to proceed further so we have to go back on the reforms measure,” Moily said.

What should I do if I do not receive the advance/ subsidy amount in my bank account even after making sure that my Aadhaar Number has been linked to LPG and bank?

On booking an LPG refill, a consumer who has linked his Aadhaar Number with both LPG and bank receives an advance subsidy of 435, and after delivery of the refill the actual subsidy towards every subsidised cylinder is credited to the customers’ bank account. If this is not happening, there can be multiple causes. For this you must
- Ensure that the LPG Consumer Number and the bank account number are properly seeded with your Aadhaar number only.
- In case there is any error in entering the correct Aadhaar Number in the LPG database, the complaint may be raised with the distributor or with the OMCs. Use options under Question No. 12.(given below)
- In case of unsuccessful or wrong account transfer of subsidy due to wrong entry of the Aadhaar Number in the bank or due to any other technical reason, the complaint shall be raised with the nearest branch of the bank concerned.
- Check for transfer of subsidy in all those accounts where you have submitted your Aadhaar Number for linkage
- Check the transparency portals www.indane.co.in for IOCL, ebharatgas.com for BPCL and www.hindustanpetroleum.com for HPCL for subsidy transfer details (including summary of bank account details that will be shown if they have been received from your bank) by using your Consumer Number. If subsidy is shown to have been transferred, then approach that bank (branch) with these details and seek redressal. If no subsidy transfer details are shown on the websites, then you should approach your LPG distributor OR OMC call centre ( 18002333555) OR website OR field officer OR Customer Service Cell for seeking the status or to register complaints.
12. What do I do if my Aadhaar Number is not getting linked with my LPG Consumer Number despite my submitting Aadhaar details to the LPG distributor or through other means?
Option 1 Approach the distributor to get to know the problem/status, or to register a complaint.
Option 2: Call (OMC call centre) to know the status of linkage or to register a complaint in this regard to register a complaint.
Option 3: Visit the transparency portal www.indane.co.in for IOCL, ebharatgas.com for BPCL and www.hindustanpetroleum.com for HPCL in the website for IOCL, for BPCL and for HPCL for checking the Aadhaar-linkage status, or for registering a complaint.
Option 4:Call up the oil company field officer or Customer Service Cell (number available with the distributors and in the websites of OMCs) to know the status or to register a complaint.

There are also reports on the less amount being credited in Bank account or difference in cost of Subsidy. For example our reader Nazir said
- Total paid amount =Rs.1134
- Credited in my A/C =Rs. 435
- Therefore cost of Cylinder=Rs.699
But earlier was paying just Rs.414 only.
